Player Eligibility

SSJC PLAYERS Championship is open to all boys and girls ages 7-19 as of May 16, 2020. Players do not have to qualify to participate. To be eligible to participate in SSJC events, a player must be an amateur golfer who is at least 6 and no older than 19 on January 1 of the year he/she graduates from high school. 19 year olds will be eligible for SSJC events the entire calendar year provided he/she has not started college. A player’s age on May 16, 2020 will determine the age division of play to which they are assigned. Players are allowed to “play up” one age division if desired. All players will be notified of their acceptance into the tournament by email after completing registration.

Southern States Junior Classics Policy regarding American’s with Disability Act Accommodations for Competitions is explained below:

ADA ACCOMMODATIONS FOR COMPETITIONS

Southern States Junior Classics believe that walking the entire golf course is a fundamental element of competitive play in our championship. However, Southern States Junior Classics recognize its legal responsibility to make necessary accommodations in some instances for certain qualified participants in accordance with the Americans with Disabilities Act (“ADA”).

Accordingly, any Southern States Junior Classics participant seeking special accommodation under the ADA for any Southern States Junior Classics event must submit a written request accompanied by appropriate medical justification to Southern States Junior Classics not later than thirty (30) days before such event. Southern States Junior Classics will review all submitted requests and medical information and notify the requesting Southern States Junior Classics participant not less than fifteen (15) days prior to the event regarding any acceptable level of ADA accommodation, including any general or specifically imposed conditions or stipulations.

Please e-mail any ADA Accommodations for Competition Requests to info@ssjrclassic.com.

Caddie Policy

Allowing a caddie is a special component of Southern States Junior Classics. Our caddie provision aligns with our focus to build family interaction. Caddies are encouraged for all age divisions, but caddies are not required for participants ages 12 and olderCaddies are required for all participants in Boys 9 & U, Boys 10-11, Girls 9 & U, and Girls 10-11 Divisions.

We suggest players select a parent, grandparent, other family member, or instructor at least sixteen years of age as their caddie, so that both can experience the joy of competition.

It is the caddie duty to help the player execute each shot within a reasonable period of time. The player shall play without undue delay, which is defined as taking no more than 35 seconds to play a shot.  If a player takes more than 35 seconds, he or she may be subject to a penalty.  Over coaching by caddies will not be tolerated. Please refer to our Pace of Play Policy.

Under USGA & R&A 2019 rules of golf changes, caddies are not allowed to deliberately stand on or close to the extended line of play behind a player while the player is taking his or her stance until the stroke is made. SSJC will implement local rule allowing caddies to assist with pre-shot alignment for 9 & U age divisions ONLY.

Caddies will be issued their official SSJC bib at registration and required to turn them in at the scoring area following completion of the tournament.

  1. All Players 12 and Under are required to have a caddie.
  2. Players may have only one caddie at a time.
  3. Caddies must walk each hole from tee to green carrying player's bag or utilizing a push cart (Exception: Caddies over the age of 59 may utilize golf cart upon providing SSJC proof of age and subject to golf cart rental availability).
  4. All caddies must wear official SSJC caddie bibs at all times during an official tournament round.
  5. The player and his caddie are responsible for knowing the USGA and local rules governing play. During a stipulated round, for any breach of a rule by his caddie, the player incurs the applicable penalty.

COVID-19 Tournament Operations Modifications
  • 2020 Southern States Junior Classic Social Distancing and Safety Guidelines

Out of an abundance of caution of the COVID-19 outbreak, the SSJC staff is taking necessary safety precautions to protect our players, spectators and staff at our events. We will be adhering to state, local and golf course guidelines, in addition to those outlined below. It is the sole responsibility of each person present to make an informed decision about their attendance at a SSJC event. If a player does not feel comfortable playing in a tournament based on the guidelines in place below, please reach out to us @ info@ssjrclassic.com and we will issue a full refund for the event. If a player is sick, they should not play in the regional championship. Our objective is to keep everyone as safe as possible and for the events to be enjoyable for everyone involved.

The following guidelines and expectations will be in place at all SSJC 2020 events:

    1. All players, parents and spectators are expected to read the event specific guidelines e-mailed to participants and posted on the SSJC website for each individual event. There will be an “Covid-19 Tournament Operations Modifications” section on each tournament’s webpage.

    2. Everyone is expected to follow social distancing guidelines of staying at least six feet apart. Exception: family members. The SSJC Staff will be doing their best to conduct the tournament and would appreciate not having to “police” spectators.

    3. There will be no player check-in prior to your round. Sanitized tee gifts will be distributed in scoring following round 1. Caddies will not be required to wear SSJC official caddie bibs throughout 2020 season.

    4. The SSJC Staff will not be providing tees, pencils, sharpies (for marking golf ball), food or beverages. All players will be responsible for bringing their own. It will be noted under the “Covid-19 Tournament Operations Modifications” section on each tournament’s webpage if the facility will have food and beverage available for purchase.

    5. Please be aware there should be no gatherings in the clubhouse, restroom or grill areas.

    6. The SSJC staff will be monitoring the weather each day. In the event of inclement weather, our staff will do their best to blow the suspension horn in plenty of time so that everyone can remove themselves from the golf course. Players that have access for transportation from a family member may do so. Only in emergency situations will our staff offer to transport players or spectators to evacuation. If there is a weather delay, all spectators are asked to go to their vehicles in the parking lot to minimize large gatherings in the clubhouse. Weather updates from our staff will be sent out via text and email. Your child may also call/text you with updates.

    7. We anticipate a high demand for spectator carts. Carts will be deemed available on an event-by-event basis. If a facility is allowing spectator cart rentals, they will be rented out on a first-come first-serve basis and will be solely up to the facility how many are rented out. Only two people are allowed in a cart at one time.

    8. Spectators are asked to not be on the practice areas (range, putting and chipping greens) to help with social distancing.

    9. All spectators are asked to stay on the cart path or along tree lines when paths are not present. When helping players search for lost balls, please first make sure the player wants to find the ball and secondly maintain your distance when helping search for the ball. Spectators may approach elevated greens so they can see the completion of the hole.

    10. No shuttles are to be given by spectators during the tournament round.

    11. No formal awards ceremony will take place to eliminate the possibility of social gatherings. Only the top 5 players in each age division are to be present for awards distribution. After the round, please proceed to your vehicle.

    12. Each player will be allowed on the practice range exactly 45 minutes prior to their tee time. They will be permitted a maximum of 20 minutes on the practice range. No caddies are allowed on the driving range. Each player will then be allowed on the practice putting green exactly 25 minutes prior to their tee time. They will be permitted a maximum of 15 minutes on the practice putting green before heading to their starting hole. No caddies are allowed on practice putting green. Players are expected to adhere to social distancing at all practice areas.

    13. Players are to arrive to their starting tee exactly five minutes prior to their tee time. There will be designated areas set six feet apart for players to stand in to receive important information from our staff for the day.

    14. A SSJC starter will distribute scorecards appropriately so no player has their own scorecard. Each player will be a marker (scorekeeper) for another player in the group and will also be expected to keep their own score in the designated area on the scorecard they are keeping. It is highly recommended that scores are verified on each tee for the previous hole.

    15. Players are expected to practice social distancing (at least six feet apart) during their entire round. If we are forced to, our staff will adopt this expectation as a Code of Conduct Local Rule (Rule 1.2b) and players will be subject to penalties.

    16. All flagsticks must remain in the hole and no one may touch a flagstick. Each player is encouraged to practice continuous putting until their ball is holed, so they may move out of the way to allow the next player to putt. If a player is concerned with the safety of removing their ball out of the hole, we recommend players bring their own hand sanitizer and/or wipes.

    17. If a player hits a ball and they think it may be lost outside a penalty area or out of bounds, please follow Rule 18.3 for hitting a provisional ball. SSJC staff will not be shuttling players back to where the previous shot was made.

    18. SSJC expects players to follow our forward progress pace of play policy.

    19. Disturbed areas in bunkers (non-raked areas, footprints, etc.) only will be declared as Ground Under Repair. This policy will still allow players free relief from such areas but will require such relief to be taken elsewhere within the bunker.

    20. On the final hole of each round, we ask that players and caddies refrain from the customary handshake or hug. We do encourage players to give air high 5’s, thumbs up or another positive gesture while social distancing.

    21. Following the completion of the round, all players and caddies will proceed to the scoreboard area where there will be designated areas for each player to stand six feet apart. Spectators are asked to return to their vehicles. SSJC staff will walk each player through a thorough review of the scorecards (without switching cards). SSJC staff will then input the scores into the computer and each player will verbally agree that their score is correct. Scorecards will then be dropped in a scorecard return box. Once a player leaves the designated area, the scorecard is deemed to be returned and no changes can be made.

    22. Unfortunately, there will be no live scoring for the remainder of the 2020 season. All scores can be viewed on the SSJC website at the completion of each round. Players that think they may have finished in the top 5 in their division, should remain at the course to pick up their trophy/medal. Our staff will have a designated area for players to pick up their trophy/medal that have been sanitized and placed by a staff member.

    23. These policies and procedures may be amended, changed, updated or deleted based on the course directives, the CDC guidelines and the rules put in place by our state and local government. It is our goal to meet all guidelines while still providing the best tournament experience possible. Should you notice one of the policies not being followed, please try and politely resolve the issue within your group first, as they are new for everyone. Should you not be able to resolve it within the group then you should contact SSJC staff to resolve the issue. SSJC will not tolerate players or parents who do not adhere to these guidelines, and although we do not foresee this happening, we reserve the right to disqualify and remove any player, caddie or spectator who knowingly and willingly disregard our social distance policies. Should you feel any signs of illness during an event please find SSJC staff immediately to withdraw from the event.

SSJC thanks everyone in advance for adhering to these guidelines and we look forward to a great 2020 season!

Pace of Play Policy

The goal of Southern States Junior Classics' Pace of Play Policy is to help players complete rounds in a timely manner which makes the game of golf more enjoyable for everybody. Our pace of play policy is also designed to protect our relationships with our host courses so that we may continue to contest our regional championships on weekends and at the finest venues.

SSJC Pace of Play Requirements

Play ready golf: The player who is ready to play - regardless of previous hole score or distance to green - has the right of way as long as they have a shot clear of all other players and caddies.

Forward progress:

If paired in a four-some, the first two players to hole out should immediately progress to the teeing area of the next hole (with caddie). The first player to hole out will have honors on following tee and may strike their tee shot as soon as they are ready. The third player to hole out will gather the flag and be prepared to place it in hole when final player of the four-some holes out. Final two players will head immediately to teeing area of next hole. All players should continue to verify and record scores after each hole.

In three-some pairings, the first player to hole out should immediately progress to the teeing area of the next hole (with caddie). The first player to hole out will have honors on following tee and may strike their tee shot as soon as they are ready. The second player to hole out will gather the flag and be prepared to place it in hole when final player of the three-some holes out. Final two players will head immediately to teeing area of next hole. All players should continue to verify and record scores after each hole.

In two-some pairings, the first player to hole out will gather the flag and be prepared to place it in hole when final player of the two-some holes out. The two players will head immediately to teeing area of next hole. All players should continue to verify and record scores after each hole.

Caddie Responsibility:

It is the caddie's responsibility to enhance pace of play - not hinder. Caddies should always manage pins, rake bunkers, fill divots, and place equipment in a quick and efficient manner. Caddies should not over coach at any time, but instead aid players in execution of a golf shot within 35 seconds of arrival at their ball.

Pace of Play Factors

A group’s pace of play is based on two factors: the amount of time the group has taken to play relative to time par, and the group’s position on the golf course relative to the group ahead.

All spectators, volunteers, and staff members are permitted and encouraged to help shuttle all players and caddies between holes (from green to next tee). In efforts to relieve players of long walks between holes and promote positive pace of play, we ask that anyone with a rented golf cart please provide equal opportunity for rides for all players in your group.

Time Par

The committee calculates the time a group is expected to finish each hole, and the time par is noted on the bottom of the official scorecard. A hole is complete when the flagstick is replaced in the hole after all players in the group have holed out. Each hole is assigned a predetermined amount of time, based on the hole’s par (Par 3s – 12 minutes; Par 4s – 14; Par 5s – 16). All 9-hole players are given one minute more per hole. Additional time may be added to make the turn and for certain holes or courses, at the committee’s discretion.

In Position

A group is in position when it completes a hole within 14 minutes of the group ahead. All groups are in position on the final hole of the round if they finish within 16 minutes of the group ahead. The first group to tee off does not have a position relative to the group ahead and is judged solely based on time.

Timing Checkpoints

There will be at least one timing checkpoint per nine holes. At each checkpoint, an official will give all players a card indicating the group’s pace-of-play status (green or red).

Green Card (On pace)

The group is within the time par OR in position with the group ahead. A group only needs to meet one of these criteria in order to receive a green card. Groups receiving green cards need to remain mindful of their time and position on the golf course. Groups that are given red cards tend to increase their pace of play. It is the responsibility of each group to remain within time par or in position (within 14 minutes) of the group ahead.

Red Card (Penalty)

The group is behind the allotted time and out of position with the group ahead. A group receives a red card if it fails to meet both criteria. Each time a group receives a red card, each player in the group is penalized one stroke at the completion of the round if the entire group is not back on time par or group position pace by the next checkpoint or the completion of the round.

Rescinding a Penalty

Any and all prior one-stroke penalty Red Cards will be rescinded and replaced with a Green Card, by:

  • Regaining “in position” status with the group ahead. This requires the group to finish a checkpoint hole within 14 minutes, flagstick replaced to flagstick replaced, of the group ahead. On the final hole, the group must finish within 17 minutes of the group ahead.
  • Reaching the next checkpoint or completion of the round within the allotted time par listed on the scorecard.

Pace of Play Penalties

If a group receives a Red Card at consecutive checkpoints, each player in the group will be given a second Red Card one-stroke penalty at the completion of the round. After a group receives its second Red Card, both one-stroke penalties can be avoided if a Green Card is received at the next checkpoint or the completion of the round.

Appealing a Pace of Play Penalty

Players may appeal a pace of play penalty after the completion of play and prior to returning the scorecard. The course director will consider the facts of the situation, and penalties may be rescinded for the group or individual players. Players and caddies must NEVER confront a checkpoint volunteer with an appeal.

Pace of Play Tips

  • Play “ready golf” throughout your round, even if your group is on a Green Card.
  • Be ready to play when it is your turn.
  • Play a provisional ball if you believe your ball may be out of bounds or lost through the green (outside of a hazard). Be sure to announce your intention to play a provisional.
  • Play a second ball under Rule 3-3. If a player has doubt as to procedure, he/she may complete the hole with two balls and a ruling may be made at the end of the round. The player must announce which ball he/she would like to score with, if the Rules permit, and the facts of the situation must be reported to the Committee before the player returns his/her scorecard. This is an alternative to waiting for a Rules Official to make a ruling and can allow a group to continue playing without delay.

If you receive a Red Card…

  • Stay calm and remember that the group may rescind its penalty if it gets a Green Card.
  • Improve your routine between shots so your pre-shot routine can remain unaffected.
  • Walk with a purpose between shots; running is not necessary.
  • Walk immediately to your ball, even if a fellow competitor is looking for a ball, taking relief from a hazard, or receiving a ruling from an official.

Rules & Regulations

Play is governed by the USGA's Official Rules of Golf App and its decisions and, where applicable, by the following Local Rules, Conditions, and Definitions, subject to changes or amendments by Southern States Junior Classics Rules Committee. Appendix I refers to the Appendix of Local Rules and Conditions of the Competition in the 2012-16 Rules of Golf Book.

Southern States Junior Classics Golf Policies

Ten-Shot Rule

Boys 9 & U and Girls 9 & U, 10-11 age divisions ONLY: A player shall take no more than 10 strokes on a hole. Once 10 is reached, the player must pick up their ball and wait for fellow-competitors to complete the hole.

Disqualification Policy

Boys 9 & U and Girls 9 & U, 10-11 age divisions ONLY: No player will be disqualified for inadvertent violations of the Rules of Golf. Instead, a score of 10 will be applied to any hole where the infraction would normally lead to disqualification. In situations where the round or hole has been completed, the score of 10 will apply to the last hole played or to the hole where the infraction which could lead to disqualification occurred.

Exceptions: A player or caddie may be disqualified for willful violations of the rules of golf, code of conduct violations, unauthorized use of electronic devices or tobacco/alcohol. Read below for specific explanations of these policies.

Pace of Play

Each player must play without undue delay, which is defined as taking no more than 35 seconds to play a shot. Players who are first to play from a given area (tee, fairway, green, etc.) will have 10 extra seconds to play their shot. Caddies are asked to please refrain from over-coaching the player. It is the caddie’s duty to help the player hit each shot without undue delay.

Time of Starting/Late to Tee

If a player arrives at his tee, ready to play, within five minutes after his starting time, the penalty for failure to start on time is two strokes at the first hole. If a player arrives at the tee more than five minutes after his starting time he will be given No Show (NS) status for the round.

Pull Carts

Pull carts are allowed for use unless prohibited by the golf course.

Code of Conduct

Violations include profanity, abusive language, club throwing, cheating, disrespect of volunteers or officials, abuse to the golf course or the facilities, littering, or any other conduct unbecoming of a player. Southern States Junior Classics course director may assess any or all of the following penalties based on the severity or frequency of the violation(s).

  1. First and Subsequent offenses: One-stroke penalty for each code of conduct violation.
  2. Immediate disqualification from the tournament.
  3. Repeated or severe violations may lead to rejection of future entries.
  4. Please review caddie policy for further information regarding caddie evaluations.

Southern States Junior Classics reserves the right to dismiss any player, caddie, or spectator at any time for any reason during the event.

Dress Code

Only acceptable golf attire is permitted. Players and caddies are prohibited from wearing shoes with metal spikes, short shorts, swimwear, t-shirts, or tank tops. Boys: Shirts must be tucked in at all times. Those not appropriately attired will not be permitted to participate.

  1. First offense: Warning
  2. Second/Subsequent offenses: one-stroke penalty

Tobacco and Alcohol

Use of tobacco or alcohol is not permitted during the event by players or caddies.

  1. First offense: Warning
  2. Second offense: Disqualification

Electronic Devices

You may use a cell phone to call for medical help or rules officials at any time during the event. You may not use a cellular device for any information regarding the golf course conditions including slope or distance during the round.

  1. First offense: Warning
  2. Second offense: 2 stroke penalty

Local Rules

Player / Caddie Shuttles

All spectators, volunteers, and staff members are permitted and encouraged to help shuttle all players and caddies between holes (from green to next tee). In efforts to relieve players of long walks between holes and promote positive pace of play, we ask that anyone with a rented golf cart please provide equal opportunity for rides for all players in your group.

Distance Measuring Devices

Distance Measuring Devices, that measure or gauge distance only, are permitted in accordance with Decision 14-3/0.5. Distance Measuring Devices that measure slope must be disabled during the competition. Penalty for breach of rule: Disqualification.

Out of Bounds

Where white stakes or fence posts are used, the nearest inside points at ground level define out of bounds. When out of bounds is defined by a white line on the ground, the line itself is out of bounds. A ball coming to rest on or crossing any public road is considered out of bounds, even if it comes to rest on another part of the golf course.

Water Hazards

Defined by yellow lines and designated by yellow stakes. In the absence of lines, the stakes both identify and define the hazard.

Lateral Water Hazards

Defined by red lines and designated by red stakes. In the absence of lines, the stakes both identify and define the hazard.

Dropping Zones

Drop zones only apply to Boys / Girls 6-8 and Girls 9-10 Age Divisions. A dropping zone is an area enclosed by a white line having the words “dropping zone” or “DZ” written inside it. A drop zone may also be a white flag with the words "drop zone" written on it. A dropping zone is not ground under repair. The line itself is in the dropping zone. A ball that is dropped within the zone and rolls outside the line is in play and should not be redropped. If a white flag is used for a drop zone, players may drop within 2 club lengths on either side of the flag - but no closer to the hole than the dropping zone flag.

Ground Under Repair

Enclosed white lined areas define ground under repair. The white lines are considered in ground under repair. Other areas of ground under repair, even though not so marked include: French drains (trenches filled with stones or like), fire ant beds and mounds caused by burrowing animals.

Flower Beds Identified by Blue Stakes

To be treated as Ground Under Repair. Relief is mandatory.

Sod Seams for Lie of Ball Only

To be treated as ground under repair through the green. All seams in a given area are deemed to be the same seam. See Appendix I, Page 129.

Embedded Ball

The Embedded Ball Rule as written in Appendix I, page 127, is in effect through the green.

Conditions of Competition

Grooves

Decision 4-1/1, groove and punch mark specifications effective January 1, 2010 including condition of competition will not be in effect.

Golf Clubs

It is a condition of the competition that players must use a brand of club on the current USGA List of Conforming Golf Clubs. Penalty for breach of rule: Disqualification

Golf Balls

It is a condition of the competition that players must use a brand of ball on the current USGA List of Conforming Golf Balls. Penalty for breach of rule: Disqualification

Practice Between Holes

Practice between holes is NOT authorized in stroke play competitions. Reference Rule 7-2 and note 2. In the event of a breach between the play of two holes, the penalty applies to the next hole.

Result of the Competition

Competitions are deemed to have closed when all scores have been approved by the course director or a winner has been announced.

Signals for Suspension and Resumption of Play

If play is suspended by one long siren or horn blast or verbal direction by a tournament official, the player must immediately discontinue play and look for shelter. All practice areas are closed until the course director has declared them open for use. Penalty for breach of this rule is a 2 stroke penalty on the first hole when play resumes.

Suspension of play for reasons other than dangerous situations (darkness, fog, etc.) will be made with three short blasts of a horn. Players in a group may decide whether to finish the hole they are playing but they may not start another hole. The choice to finish the hole is an individual decision. A player within the group may choose to finish the hole while others choose to wait until play has resumed.

Players may discontinue play and seek shelter if they believe there is dangerous weather (lightning, tornado, hurricane, etc.) regardless of whether a siren has been heard. The player must report to the course director as soon as practical. Bad weather (rain, wind, temperature extremes etc.) is not itself a good reason for discontinuing play. The course director makes all decisions regarding delays and/or cancellations. The intention is always to play the event on its scheduled day.

Safety Announcement

Participation during tournament play can be dangerous. A player may discontinue play if he believes there are dangerous weather conditions (lightning, tornado, hurricane, etc.) or other good reason such as illness. Seek shelter or medical help when these conditions arise.

Please be aware of others near you at all times on the course and practice area. It is possible that you may get struck by a club or ball hit by someone else. When riding in a golf cart, please read and follow the manufacturer’s safety notices at all times. Riding in a cart or being struck with a club or ball can cause serious injury or death.

When attending event related functions such as opening ceremonies, tournament meals, awards presentations, etc., please use extreme caution and be mindful of how you or your player's actions may affect others in close proximity. While necessary precautions are taken to ensure everyone’s safety, it is critical that we all work together to provide a safe and fun environment for all in attendance.

Southern States Junior Classics reserves the right to change the Rules & Regulations prior to or during any event.

Weather Contingency Plan

Rounds will be delayed as long as there is enough daylight to complete the round. Provision: If the size of the division and amount of daylight left allows the course director to adjust the field to play 9 common holes, the round will be scored/salvaged with those 9 holes.
